Overview of Sakan Lel Masryeen 7 Project

The Ministry of Housing in Egypt is preparing to launch the latest phase of its subsidized housing initiative under the title Sakan Lel Masryeen 7 (Housing for All Egyptians 7). This project continues the government’s efforts to support low- and middle-income individuals with access to affordable housing. Priority will be given to applicants who were not accepted in previous phases, such as Sakan Lel Masryeen 5.

Sakan Lel Masryeen 7 introduces updated financial options, including installment plans extending up to 20 years, with interest subsidies to ease repayment burdens.

First Phase of Housing for All Egyptians 7

The reservation window for the first phase of Sakan Lel Masryeen 7 opens on May 21, 2025, and remains available until June 4, 2025. This phase features around 15,000 residential units allocated on a first-come, first-served basis via the project’s official online platform.

Reservation Deposits:

  • Middle-income applicants: EGP 100,000

  • Low-income applicants: EGP 50,000

Income Eligibility:

  • Individual monthly income must not exceed:

    • EGP 12,000 for low-income

    • EGP 20,000 for middle-income

  • Household income must not exceed:

    • EGP 15,000 for low-income

    • EGP 25,000 for middle-income

To apply for a unit in Housing for All Egyptians 7, applicants must:

Locations Covered in the First Phase

The first phase includes new housing units in a range of cities and governorates, offering a variety of unit sizes between 90 to 127 square meters. Cities include:

  • Hadayek El-Assima

  • Badr City

  • 6th of October

  • 10th of Ramadan

  • 15th of May

  • Rashid

  • New El Alamein

  • New Beni Suef

  • New Minya

  • Nasser – West Assiut

  • New Aswan

Additional units are available in Gamasa, Damietta, the Red Sea, Maghagha, and Marsa Matrouh.

Second Phase of Housing for All Egyptians 7

The second phase begins on July 8, 2025, and runs through August 7, 2025. This stage offers 101,000 housing units, part of both social housing and green housing initiatives for low- and middle-income families.

Allocation Method:

Units will be distributed through a randomized electronic selection system to ensure fairness.

Reservation Priority in the Second Phase

Priority in the second phase is given to:

  • Applicants from Sakan Lel Masryeen 5 whose previous applications were not approved

  • Those who withdrew their applications during the earlier offering period
    Note: All applicants must still meet the project’s eligibility criteria.

Locations of Social Housing Apartments in 2025

The second phase includes apartments located in:

  • New Obour

  • Hadayek El-Assima

  • 15th of May

  • New Akhmim

  • New October

  • Badr

  • Sadat

  • New Qena

  • New Sohag

And across key governorates such as:

  • Luxor

  • Fayoum

  • Minya

  • Beheira

  • New Valley

Unit sizes in this phase range from 75 square meters to 90 square meters.

To apply for a unit in Housing for All Egyptians 7, follow these steps:

  1. Visit the official website of the Ministry of Housing.

  2. Download the application guide for Sakan Lel Masryeen 7.

  3. Register your data and upload the required documents.

  4. Wait for SMS notifications confirming acceptance and containing unit selection dates.

  5. Complete the reservation process within a 10-day grace period.
