New Housing Units Announcement by the Ministry of Housing

Overview

Dr. Mai Abdel-Hamid, CEO of the Social Housing & Mortgage Finance Fund, has announced a fresh round of housing units for sale across several governorates, including Dakahlia and New Valley. Key updates include the extension of the application booklet pickup period from post offices until May 19, 2025, an immediate 350-EGP reservation fee for installment purchase, and a two-week window (May 6–19, 2025) to pay booking deposits and administrative fees at all automated post offices nationwide.


Project Locations & Phases

Dakahlia Governorate

– Eligible applicants may collect application booklets and submit their reservation fee at any post office branch in Dakahlia.

New Valley Governorate (Dakhla Project “Dorra al-Wadi”)

– This tranche covers the first phase of 160 ready-to-move apartments in El-Kharga.

  • Payment Terms:

    • Low-income: 10% minimum down payment; middle-income: 15% minimum.

    • Up to 30 years of financing at a fixed 3% interest rate under the Central Bank’s mortgage initiative (Decree of November 13, 2021).


Eligibility & Application Criteria

  1. Nationality & Age

    • Must be Egyptian.

    • Applicant’s age at end of announcement period: ≥ 21 years.

    • Low-income: ≤ 50 years; middle-income: not exceeding retirement age per Social Insurance Law No. 148/2019 (or ≤ 75 years for pensioners, with 40% down payment and pension assignment).

  2. Income Limits

    • Low- and middle-income brackets: up to 4,500 EGP/month (individual) or 6,000 EGP/month (family).

    • Upper middle-income tier: up to 10,000 EGP/month (individual) or 14,000 EGP/month (family).

  3. Financing Commitment

    • Applicants must commit to mortgage financing, not cash purchase, for up to 30 years.

    • Must not have benefited from prior social housing allocations, housing loans, or land plots.

    • Only one unit per applicant or family (spouse and minor children).

  4. Occupancy & Transfer Restrictions

    • Unit must be used as a primary residence for at least seven years.

    • No sale, lease, or transfer within seven years; violation carries criminal penalties (minimum one year imprisonment or 20,000 EGP fine, up to 100,000 EGP, plus unit repossession).


Allocation Priorities

  1. Residents and workers in the announced project’s governorate.

  2. Previous applicants to social housing projects (Announcements 3, 4, 8).

  3. Beneficiaries of the 2005–2009 National Housing Program in El-Kharga.

  4. Applicants who have not yet withdrawn previous booking fees or received units.

All applicants must sign an integrity declaration and pay any fee differences as specified in the application booklet.


How to Apply

  1. Obtain the Booklet: Purchase from any post office starting May 6, 2025.

  2. Pay Fees: Reservation fee (350 EGP) and administrative charge (405 EGP) at the same post office.

  3. Online Registration:

    • Visit the Social Housing Fund portal: https://www.shmff.gov.eg

    • Create an account, verify via SMS code, and complete the housing unit application form.

    • Upload required documents and submit.

  4. Confirmation: A “Request Successfully Submitted” message will confirm your application.
